This cartoon features William II of Germany (with the pick-helmet), Francis-Joseph I of Austria and Hungary (tallest), and Victor-Emmmanuel III of Italy (shortest) marching together, referring to the Triple Alliance among Germany, Austria-Hungary, and Italy that lasted from 1882 until the start of WWI in 1914.
